I think dogs do not like being teased like that. The dog looks quite angry at 00:17. I don't know whether the dog might just be playing along, but just from this video, I couldn't really tell if it was getting annoyed or just playing.

Well the thing about dogs is they are not all stupid :)

if the dog was getting that annoyed wouldn't it leave the room which is it obviously capable of doing so :)

With it's head down like that, if it's rear was up it was almost certainly playing. From the rest of the video, playing seems most likely.
