You get them from Yix's quests. I recommend the "Random Quests!" because they're guaranteed to drop Charged Cogs, while storyline quests have a high chance to drop weapons.

Not quite. A DL stands for DragonLord itself. A DA is something gives the wielder the ability to become a DragonLord.

Yes, the dragon is DA. If you are a DL, you can go to Lady Celestia, and upgrade it for 10,000 gold.
