I'm guessing the McEwan's Best Scotch ad was made specifically for the Tyne Tees region.
Pretty sure that's Steve Coogan voicing for North East Ford Dealers (I've seen a Granadaland version of that as well), doing his Alan Partridge voice - though that wouldn't have been recognised at a time when the character had only appeared in one series of On The Hour.
The McEwans ad was one of a series in which our likely lads visited a different country and simplified the entire civilization of each down to the quality of its beer or rather its lack of chemically-formed battle-juice drank only by hard-up pensioners. Best Scotch, incidentally, only earns its adjective by virtue of their being no other "Scotches".

Awesome advert break - i lived in Newcastle in 92 and the "sayonara Tokyo hello Tyne and Wear" will haunt me forever.
Have to say, it does sound like Coogan when says "Akshun", but i'm prepared to wager it aint Coogan
