Also he clearly say's "Snayperskaya Vintovka Dragunova SVD" and unless my Russian is a little rusty, that means "Dragunovs Sniper Rifle, SVD" not "tiger".
Tigr rifle did come with folding stock and flash suppressor in according to the manufacture in Izzy, there website show it as an custom options, so it is not just a military thing apparently.

It's the Para version of the SVD, not a Tiger. Tigers don't have a folding stock or flash suppressor

Yes the SVD-S folding stock is in fact available for Tigr rifles, along with the shorter barrel and SVD-S style muzzle brake.
