Not Exactly... Vega/Balrog is a Ninja/Torero and Laurence is typical SpanishTorero.

It seems that Laurence was inspired by both Vega/Balrog and Bison/Vega, for example the "Bloody Spin" resemble "Psycho Crusher" and is air attack is similar to the vega's one.

Laurence hate Women and Children and Vega loves Women and all the beautiful things. But both are narcisists
