Please think about it in the person aspect... It's because someone feels bad, or is worried about ruining their reputation, or because they acted wrongly. And any moral person would simply repent and do better in the future. But this is not what is happening, nor will ever happen with the government.

Read "The Third Terrorist" by Jayne Davis for the real story. Yes, the FBI covered it up out of a fear of offending the Muslim world, but the plot was a product of radical Islamists.
