because it takes the water at the top level, so it has no pressure, the intake that is connected with the turbines is on the fund of the lake, this hole is used only to discharge the surplus of water when the level is too high (for example, when it rains a lot), and the lake can't contain all the water

Because that's an emergency overflow, it's not overflowing all the time... The energy gained would be too inconsistent. Plus the water falling down that is falling under it's own pressure. Water forced through turbines in dams to generate power are under the full force of the dam's pressure.
