After Ginga beat Lightning L-Drago, Ryuga was free of its possession, which it had over him from the moment he possessed it. He presumably went to the lava pits to evolve it because the dark powers of Lightning L-Drago were too much for even him to control.

That's why no-one was able to control L-Drago before -- because Lightning L-Drago killed them all. Ryuga is the first proper wielder of L-Drago.

@CommunityMaster1 And he's shown he isn't evil when he helps Ginga in episode 79, and the advice Ryuga gives him leads Ginga to defeat Julius in episode 80.

Then in episode 93, he helps Ginga's team out by defeating a member of Team Starbreaker to tie the score.

Then in episode 102, he frees Ginga and Masamune from Horogium's control.

The only reason Ryuga was ever "evil", was because in the first series L-Drago had some control over him.
