I used to play with puppets at my church for the little kids, I think the ending is funny too. It's a cute little story for little people. A grown person trying to grab/alter meaning from this story is silly.
If you want to change the meaning create a different story, Don't make it complicated for the kids. I like the library plug at the end. Get outside or get in a book, talk face to face and be curious about life.
It's symbolism the goats are people and the people want to go get weed, the troll is the business man who owns the bridge that connects to the weed. The goats want the weed while the troll sleeps but since the troll can't sleep he wants to eat the goats symbolism for kill em.

Somehow he owns the bridge. Don't know maybe he owns the lease on it. Just as he is going to sleep, on a rock mind you. Some kids (young goats) make a bunch of noise on the bridge. They want some grass, there is already grass on the other side. They know dude sleeps there. But they do it anyway.

This story teaches kids that if somebody is in the way of you getting something (The troll is in the way of the goats), then they should resort to giving information of the whereabouts of their friends and family and that they should resort to violence. The troll was only trying to live his lifestyle and the goats had to hurt him so that he would conform to sleeping during nighttime. This story isn't very appropriate in my opinion for future generations.
what is this supposed to teach kids? that the biggest guy always wins because he can headbutt you into a lake? that you should rely on your giant brother to defend you? bah
You are looking at it from the wrong angle. The lesson is to the troll - don't bully people, as eventually someone bigger than you will come along and do it to you.
