If you move 2 cards ore more you have to put it into a left cell. So you DID put cards up :P

Also, try working 1941. I finally worked it and have found only one sequence of moves that will be successful. Try it and let me know if you can work it.

I have worked over 40 of these games without ever putting one in the upper left. 14700, 3225, 13012, 21227, 21900, 8131, 11105, 25001, 5797, 4929, 4206, are just a few.
