We can see all screws he talks about, and all operations he's doing. Really, really professional. But I do think, that You should have put the bike behind trees at the back. This is a crap video! Expert village - please delete it. You cannot adjust derailleurs with your bicycle upside down. It might work for some bicycles of course, but it will not work for many cases. This guy is talking like he did not know what he was doing. You should start with the up and down limiting screws, than adjust the derailleur. You still need to make some corrections, because it may not work perfectly while riding.

If the rear derailler does not shift up, turn the adjustment barrel counter clockwise (looking at the adjuster from behind)
