Unfortunately I think the ROM or emulation is broken (I can't get it to work either), you are supposed to go to a whole other screen when you tag the ghost 25 times but it just restarts. Also note you can use the difficulty switches to turn the ghost into a skeleton.

I used to love that game. You have to tap the button when on the ghost. The you have crazy man with an axe after that.
