He went to IDC school in the Navy, which is still a Corpsman, just with more responsibility. He wasn't promoted to PO1 for the graduating, he made it on the test, but they all had to re-enlist together.

Yes, he graduated from IDC school.

He passed the test during class since the class is a year long, so he got promoted (along with a couple other people).
