as far as a UAV is concerned, it's manned.
the germans used a kite like this for observation, the kite being towed behind a U-Boat.

Is that a prototype for a military UAV? I know that the Americans are developing something of this kind for resupplying small (reconaissance) units behind enemy lines. Is it an Israeli development?
