i read the book "the millionaire next door" and this guys probably forgot some tips or the definition of frugal. Frugal is a smart spending, spending thinking as an invesment not spedning on the things one love most... maybe he was nervous but he is giving a mix definition to viewers.

Frugality is NOT about spending extravagantly on the things you love.
It is about getting the most joy out of the things you have... so you don't have to spend in the first place.
