I can see that driver is trying to help the bear cub but what he's doing in driving so close to it when the mother is trying to free it was not a good idea, it only made the mother and cub more frantic which could have inadvertently led the cub to be injured. Also it seems to be the diver of the truck saying to the mother "let him go" as if that was hurting him, that is a normal way way for mothers to lift their cubs, so again not very smart from the driver of the truck.
