  • Electing Senators is a horrible idea. If they were elected they would just muddle the process by challenging our MPs. If elected, they would feel like they have the necessary authority to do so. It would also cost Canadians a lot of money, and it would require yet another change to our constitution, costing more time and money that could be better spent elsewhere. I thought conservatives liked to save the country's money and avoid constitutional battles? Now they want to make gov bigger?

  • Fabian Manning is acting like a child. Anyone who has sat on a committee of any kind knows that it is the duty of the Chair to keep the conversation on topic. He is NOT telling Manning he can't speak, he is saying he can't speak at that moment. There is a difference. If order isn't maintained the conversations go in circles with nothing getting accomplished!

    Conservatives deliberately subvert committee procedures in both of the houses, so it is not that surprising.

  • Channing, one problem though. There are actual written rules governing Parliamentary meeting procedure in Canada. Working at the AB Legislative Assembly, I can tell you that in the House, there's no votes or questions when the Speaker has to role on an issue of procedure. Although this is a Senate Committee, I wouldn't be surprised if they had similar rules.

  • He recognizes him and then realizes they're about to be dragged off on some tangential issue. If you've ever been in a committee meeting then you'll know these are potentially endless and innumerable. The issue was a point of order: on a point of order (unlike some other motions), the chair can cut anyone off at any time and issue his ruling. He can even rule on a point of order without asking for anyone's input: it's totally at his discretion. He'd heard enough, cut him off, then ruled. So?

It's not the chair's job to help the unprepared out: it's the job of every senator who, like Fabian Manning, is being paid $132,300 a year, to arrive for work prepared and not expect others to spoonfeed him and not throw a tantrum because he's clueless about the rules. If someone is not up to speed at a certain point they have no right to interject if & when they so choose. These meetings are set up so that even if all members were as out spoken as the Newfie guy at the end of the day something could STILL be accomplished, despite the oxygen being sucked from the room. We should remember that.

The chair does not have to listen to everybody speak before making a ruling: he can cut them off whenever he feels he's heard enough to arrive at a decision. No committee -- parliamentary or otherwise -- simply allows people to speak whenever they feel like it. There is no way they could work if they operated like that. People would all talk simultaneously for the purpose of drowning out their opponents and would try to monopolize the floor. That's why there *are* rules.

Points of order are not debatable; the chair may, at his discretion, listen to members' opinions on the topic and then rule whenever he feels he's heard enough. This is very basic parliamentary procedure. The problem is, Kenny & Tkachuk appear to be the only ones who know anything about parliamentary rules. I can't claim to know which one is right, but "they suck!" isn't a good analysis.
