Electing Senators is a horrible idea. If they were elected they would just muddle the process by challenging our MPs. If elected, they would feel like they have the necessary authority to do so. It would also cost Canadians a lot of money, and it would require yet another change to our constitution, costing more time and money that could be better spent elsewhere. I thought conservatives liked to save the country's money and avoid constitutional battles? Now they want to make gov bigger?
Any body that can function as a brake on a demagogic legislature, yet still responsible to the people albeit on a broader franchise, is an excellent thing.
MPs ought to be challenged, and it ought to be harder for a government to ramrod controversial measures using the party its beholden to. This principle applies to any government, Conservative, Liberal or any other.
Anyone who understands Robert's Rules of Order understands why you can't just shout down the chair and demand to speak. Either Fabian Manning doesn't understand the rules or is being a jackass. It's most likely that he is being deliberately disruptive as per the Conservative Senator's Handbook on Disrupting Committees.
Fabian Manning is acting like a child. Anyone who has sat on a committee of any kind knows that it is the duty of the Chair to keep the conversation on topic. He is NOT telling Manning he can't speak, he is saying he can't speak at that moment. There is a difference. If order isn't maintained the conversations go in circles with nothing getting accomplished!
Conservatives deliberately subvert committee procedures in both of the houses, so it is not that surprising.
It is about time that a few of those Liberal fossils in the Senate got woke up. This is one of the greater displays of their arrogance and abuse of parliamentary procedure to suit the Chair but discredit the democratic system.
Typical Canada. Got heads stuck up so far, they've blown out any reasonability. Paid by the hour, bureaucrats are more interested in the process and their importance, rather than actually providing any service and taking Canada anywhere. Major fail.

If you actually listened to what he was saying, as opposed to tuning out, you would have noticed that the man had and intelligent if not perfectly articulate question. Babbling implys a lack of sense or knowledge of language.. if you think that was babling i'm gonna have to agree further with CompoundK, you are an idiot.
And by the way, the word newfie is a deragatory term, think of it as the other "N" word. You dont say it unless your part of the group.. and even then. ..
Who the hell is this chair guy think he is!! Talk about power trip! Let the guy say what he has to say, listen and then move on. Thats the goverment i thought we had.
Channing, one problem though. There are actual written rules governing Parliamentary meeting procedure in Canada. Working at the AB Legislative Assembly, I can tell you that in the House, there's no votes or questions when the Speaker has to role on an issue of procedure. Although this is a Senate Committee, I wouldn't be surprised if they had similar rules.
First he recognizes Manning then tells him he is out of order. What is this, the chair's own personal little empire? Kenny thinks he's a demagogue. Does he remember what it was like for him during his first year in the senate. Oh, I forgot, that was so long ago.
Anybody want to make fun of Kenny's 'mainland' accent or somebody's French Canadian accent??
Talk about childish. Some should read their own comments. Bigotry is alive and well in Canada and living in the comments on You Tube.
He recognizes him and then realizes they're about to be dragged off on some tangential issue. If you've ever been in a committee meeting then you'll know these are potentially endless and innumerable. The issue was a point of order: on a point of order (unlike some other motions), the chair can cut anyone off at any time and issue his ruling. He can even rule on a point of order without asking for anyone's input: it's totally at his discretion. He'd heard enough, cut him off, then ruled. So?
You seem to be prolific in your replies, how about answering the issue I raised about new senators and the fact that Kenny seems more interested in weilding power than helping a new fella or dealing with the issue raised,.... and a valid one..... whose rulings subvernt whose??
Kenny is trying to run a committee meeting. It's not the chair's job to help the unprepared out: it's the job of every senator who, like Fabian Manning, is being paid $132,300 a year, to arrive for work prepared and not expect others to spoonfeed him and not throw a tantrum because he's clueless about the rules. For that money, he can afford brush up on the rules all by himself.
Fabian Manning is a joke. He will always be out of order in that job, because he shouldn't be there. He was put there as a personal jab by Stephen Harper toward Danny Williams because he failed to win his seat in parliament. I just hope he realizes that he is the biggest farce the Canadian Senate has and will ever see.
Canada is truly run by the biggest bunch of SCREWHEADS imaginable! You would have to be a screwhead to even want to participate in this kind of bullshit on an ongoing basis.
You're practically insulting 33 million people of different cultures you bag of vommit.
I agree this meeting went terribly, but it doesn't mean that we Canadians like it. We'd REALLY be screwheads that way, but guess what, we're not. That's because we actually AGREE that this was total crap, okay?
So please be decent, and have some consideration you fool.
The government of Canada could make billions of dollars for the ailing economy if they legalize marijuana. Produce , tax, and regulate marijuana would make billions for Canadians. It would also SAVE Canadians billions of dollars, which are currently wasted on its illegality. Billions of our tax dollars are wasted on police resources, court costs, and jail time.....Legalize Marijuana
What a fucking disgrace - the way the clerk has to say "the honourable" before each name - what a waste of time and what an undeserved tag for all of them.
And Canadians are all paying for this inconsequential shitshow. It should be disbanded and replaced with a democratically elected body, just as surely as Harper's government should be voted down by Parliament and replaced with a democratically elected body...
Colin Kenny was probably just following Senate rules, but the Senate is so archaic just like our entire political system. I mean, for godsakes, Kenny himself has been in the Senate since Trudeau was prime minister, and Trudeau left office more than 20 years ago! To boot, none of these senators are elected by the people
I side with Mr. Kenny. on this one. these meetings have structure to pare down the BS and sidebar issues. If someone is not up to speed at a certain point they have no right to interject if & when they so choose. These meetings are set up so that even if all members were as out spoken as the Newfie guy at the end of the day something could STILL be accomplished, despite the oxygen being sucked from the room. We should remember that.
Blechch! So frustrating to witness what appears to be such petty behavior. Classic dick waving by a few alphas. Despite the apparent dysfunctionality of this cttee, the senate as it is constituted is an essential brake on the hasty adoption of unsound legislation.
I don't know why you say that. Colin Kenny did nothing wrong. He followed the rules and was a gentleman right to the end. This was clearly a ploy by the conservatives to try to ruin the committee. And for what? Over some stupid question. These are Harper tactics through and through.
I hate the Conservative Party, but if you honestly think this you are just being foolish. Manning was trying to ask a frigging question, and Kenny was being a dick.
That's completely wrong. There was a pending ruling on a point of order (the point of order was obviously raised before this excerpt began). The chair does not have to listen to everybody speak before making a ruling: he can cut them off whenever he feels he's heard enough to arrive at a decision. That's what he did, but Manning is clueless and thinks he can just keep talking.
Some Senators are involved with drugs, prostitution. Yes, they are worst than organized crime. They suppose to control Canada, the peaceful, mature country. I feel sad.
"Some Senators are involved with drugs, prostitution." - Now just playing devils advocate here, but what proof do you have to make those kinds of allegations? Have you bought drugs or prostitutes from any Senators personally? Can you recommend which Senator has the best stash and women?
Just between you and me. I was personally stalked by someone working in the Government. Yes, I am a Straight male and that stalker is a guy. I do not mind if it was a lady. Plus, I got the drug/prostitution information from a source with connection to the narcotic investigations. But enough said for now. Life is full of surprises.
This comment has received too many negative votesshow
I have personally suffered the wrath of Colin Kenney... who is a despicable man! The Conservatives, because they appointed new Senators now have more numbers and are FINALLY putting this BULLY in his place. I just hope the Tories put him over the edge and get him to quit his little empire of the Security & Defence Committee. Kenney is a dickhead.
I am not a "fan" of anything and the rules are not being used here to "subvert democracy" at all. That's plainly nonsense. No committee -- parliamentary or otherwise -- simply allows people to speak whenever they feel like it. There is no way they could work if they operated like that. People would all talk simultaneously for the purpose of drowning out their opponents and would try to monopolize the floor. That's why there *are* rules.
You are amazingly naive - yes the rules are there to prevent abuse but, and here is where I am shaking my head in frustration, in this case the rules are being used abusively. Your failure to recognize this fact, and your open-eyed trust in a system gone awry is astonishing in what appears to be an otherwise intelligent persona. I suspect you study rules too much and history not enough.
Your statement contains nothing but old, tired stereotypes. It sounds like something an ignorant american would say. Besides, hockey and weed have NOTHING to do with the hearing This rude committee session is probably an isolated incident. Finally, such bickering can and does happen randomly at every level of government in every country on the face of the earth.
The comments here are appalling ignorant. As far as I can make out, the chair is ruling on a point of order. Points of order are not debatable; the chair may, at his discretion, listen to members' opinions on the topic and then rule whenever he feels he's heard enough. This is very basic parliamentary procedure. The problem is, Kenny & Tkachuk appear to be the only ones who know anything about parliamentary rules. I can't claim to know which one is right, but "they suck!" isn't a good analysis.
He's not doing anything the kind. He's trying to rule on a point of order and Manning won't shut up. He doesn't have the floor; he's out of order. Kenny cuts him off in order to rule on the point of order. That's not an abuse of power: it's elementary parliamentary procedure. The problem is Manning thinks he can just talk anyway. No deliberative body could possibly work if anybody could just talk whenever they just feel like it.
Hey, that guy sounds like my grandma

First he recognizes Manning then tells him he is out of order. What is this, the chair's own personal little empire? Kenny thinks he's a demagogue. Does he remember what it was like for him during his first year in the senate. Oh, I forgot, that was so long ago.
Anybody want to make fun of Kenny's 'mainland' accent or somebody's French Canadian accent??
Talk about childish. Some should read their own comments. Bigotry is alive and well in Canada and living in the comments on You Tube.
DerekfromNF 2 years ago 2
He recognizes him and then realizes they're about to be dragged off on some tangential issue. If you've ever been in a committee meeting then you'll know these are potentially endless and innumerable. The issue was a point of order: on a point of order (unlike some other motions), the chair can cut anyone off at any time and issue his ruling. He can even rule on a point of order without asking for anyone's input: it's totally at his discretion. He'd heard enough, cut him off, then ruled. So?
rubberburke 2 years ago
You seem to be prolific in your replies, how about answering the issue I raised about new senators and the fact that Kenny seems more interested in weilding power than helping a new fella or dealing with the issue raised,.... and a valid one..... whose rulings subvernt whose??
DerekfromNF 2 years ago
Kenny is trying to run a committee meeting. It's not the chair's job to help the unprepared out: it's the job of every senator who, like Fabian Manning, is being paid $132,300 a year, to arrive for work prepared and not expect others to spoonfeed him and not throw a tantrum because he's clueless about the rules. For that money, he can afford brush up on the rules all by himself.
rubberburke 2 years ago
You're not a chair.
bz4kh 2 years ago 2
Fabian Manning is a joke. He will always be out of order in that job, because he shouldn't be there. He was put there as a personal jab by Stephen Harper toward Danny Williams because he failed to win his seat in parliament. I just hope he realizes that he is the biggest farce the Canadian Senate has and will ever see.

Canada is truly run by the biggest bunch of SCREWHEADS imaginable! You would have to be a screwhead to even want to participate in this kind of bullshit on an ongoing basis.

Shut it.

What do I see? Canadian Senators yammering at each other like old men around a game of shuffleboard. This is an embarrassment.

SkyleoFiets 2 years ago
I don't know why you say that. Colin Kenny did nothing wrong. He followed the rules and was a gentleman right to the end. This was clearly a ploy by the conservatives to try to ruin the committee. And for what? Over some stupid question. These are Harper tactics through and through.
nojyt 2 years ago
I hate the Conservative Party, but if you honestly think this you are just being foolish. Manning was trying to ask a frigging question, and Kenny was being a dick.
TheFantasticalMike 2 years ago 4
That's completely wrong. There was a pending ruling on a point of order (the point of order was obviously raised before this excerpt began). The chair does not have to listen to everybody speak before making a ruling: he can cut them off whenever he feels he's heard enough to arrive at a decision. That's what he did, but Manning is clueless and thinks he can just keep talking.

Some Senators are involved with drugs, prostitution. Yes, they are worst than organized crime. They suppose to control Canada, the peaceful, mature country. I feel sad.
Topazman12 2 years ago
"Some Senators are involved with drugs, prostitution." - Now just playing devils advocate here, but what proof do you have to make those kinds of allegations? Have you bought drugs or prostitutes from any Senators personally? Can you recommend which Senator has the best stash and women?
Pusfan 2 years ago
Just between you and me. I was personally stalked by someone working in the Government. Yes, I am a Straight male and that stalker is a guy. I do not mind if it was a lady. Plus, I got the drug/prostitution information from a source with connection to the narcotic investigations. But enough said for now. Life is full of surprises.

A fan of rules - even when the rules are used to subvert democracy
Pathetic!!!
Jzasxx5 2 years ago
I am not a "fan" of anything and the rules are not being used here to "subvert democracy" at all. That's plainly nonsense. No committee -- parliamentary or otherwise -- simply allows people to speak whenever they feel like it. There is no way they could work if they operated like that. People would all talk simultaneously for the purpose of drowning out their opponents and would try to monopolize the floor. That's why there *are* rules.
rubberburke 2 years ago
You are amazingly naive - yes the rules are there to prevent abuse but, and here is where I am shaking my head in frustration, in this case the rules are being used abusively. Your failure to recognize this fact, and your open-eyed trust in a system gone awry is astonishing in what appears to be an otherwise intelligent persona. I suspect you study rules too much and history not enough.
Jzasxx5 2 years ago
We need an elected senate and an elected head of state. I'm sick of this crap.

CHOADspewer 2 years ago
Your statement contains nothing but old, tired stereotypes. It sounds like something an ignorant american would say. Besides, hockey and weed have NOTHING to do with the hearing This rude committee session is probably an isolated incident. Finally, such bickering can and does happen randomly at every level of government in every country on the face of the earth.
LeCommensale 2 years ago 3
The comments here are appalling ignorant. As far as I can make out, the chair is ruling on a point of order. Points of order are not debatable; the chair may, at his discretion, listen to members' opinions on the topic and then rule whenever he feels he's heard enough. This is very basic parliamentary procedure. The problem is, Kenny & Tkachuk appear to be the only ones who know anything about parliamentary rules. I can't claim to know which one is right, but "they suck!" isn't a good analysis.
rubberburke 2 years ago 2
Wow, the chair is kind of an ass. He's just abusing his power at that point.
theevilone4 2 years ago 2
He's not doing anything the kind. He's trying to rule on a point of order and Manning won't shut up. He doesn't have the floor; he's out of order. Kenny cuts him off in order to rule on the point of order. That's not an abuse of power: it's elementary parliamentary procedure. The problem is Manning thinks he can just talk anyway. No deliberative body could possibly work if anybody could just talk whenever they just feel like it.
