They help create artificially large economies of scale by imposing large fixed costs on industries, thus making smaller firms less competetive. It's much harder to run a business when 50% of your costs go to lawyers and specialists that you are required to have to meet those regulations, for example. And then there is just outright incompetence, like the bans on life-saving drugs or even raw milk.

They only reason they've cropped back up is because those things are all made in China now, and the Chinese have no such restrictions.
