Rollins is from a long ago forgotten era, known as Hard-Core- L.A. & N.Y. punk that was tough in sound, style, and attitude. "Guys" like Morissey, would likely get the shit beat out of them, should they be stupid enough to go around skateboarders or a punk show. This was obviously a different scene, than say NY Dolls. Unless I've seriously misjudged his depth, intelligence, and sarcastic tendencies, it seems to me that this is a joke. Rollins has excellent aesthetic tastes. He respects intellect and lyricism, as well as confidence. Morrissey is exactly the type of personality he would admire. He should elaborate, he just comes off as butt-hurt, or a jealous blockhead. He essentially insulted someone's art without basing it on something substantial, other than "cheer up," which leaves me with the suspicion that in that time he emptily relied on criticism for image and for influence.
