They give them these seatbelt-checking stops regularly, because there is an endless supply of tickets to write, the writing of the ticket is not complicated, and they can stay in one spot and have the "offenders" come to them like on a conveyor belt

They said in the video, it sounded like, that it was a Crown Vic. It is actually a Toyota Crown which is a common vehicle in Japan. They are used as police cars and cars for executives among other things.

There's two sides to every story, and to be honest 99% of the people that interact with law enforcement have something negative to say. If a cop cites or arrests somebody, that person is likely to take it personally.

You may have felt that your exeriences with the CHP have been horrible, but I'm more than willing to bet that it was because you received some sort of punishment (bet it ticket or arrest), and not because you were the victim of police misconduct.

Well that's your opinion. A lot of people, including myself, consider police officers to be heroes. I also think firefighters are heroes too, but let's be honest they do not have to deal with half the shit cops do. Firefighters spend most of their time waiting around in a station for a call, and most calls are for paramedic services.

Patrol officers spend their entire shifts alone, in a vehicle, patrolling the worst streets in town, while we all sleep soundly. No comparison in my opinion.
