Looks like a smaller plane flying through the lower cloud and immediately back into the clouds and the reflection of the sun would make the flash on a smaller aircraft at low altitude. Hardly conclusive in any way of an alien craft.

Imagine if you will that its one very fast object, on every burst of speed or ultra quick turning it flashes brightly because of the energy expelled or possibly even because of the oxygen/hydrogen being pressurized out of the cloud covers water droplets and exploding.

If you think of it that way you can sort of see it hitting the gas a few times right to left, then stop and return left to right, the dart around quickly there and possibly slowly return to the middle where it pops up
