I don't think it's a sad song to begin with. It's a song about a girl trying to find the courage to confess her love to the person she likes... by the end, she's found her courage, and she plans to go for it. Therefore, it's saying that, although you may not be brave at first, you will eventually find the courage needed to do what's in your heart.
