Yeah definately... I had very low stats then. Like 66 ranged, 64hp, and 58 defence. You could do it... wear best dragonhide, rune arrows and a magic long.

I wouldn't say too high: Maybe 65 ranged. You also have to beat Lunar Diplomacy, so 65 mage of course. I did no training for this quest, I used the skills I already had.
