i understand the police's point of view here, but is Section 5 doing a service to the public, or are people vicitims of Section 5? they have to look at the context of the words "cult", "evil", etc., how/where those words are used, by whom, against whom, and so on.

in the US, there would be similar enforecment, but at least a lot of leeway would be allowable. you have to explicitly state a motive of violence or harassment. in the british examples, Section 5 not applied properly!
