the best thing to do is to just get the PSP version of Warriors Orochi 2 when it comes out. The PSP verison has most of the new Musou Orochi Z content on it, like the 12 new dream stages and the 2 new characters

It's canceled as Warriors Orochi Z. But it will be entitled as Warriors Orochi: The Collective. As you may know Japan just combined the 2 released games and put them on blue-ray, it's not a sequel at all.

Well, it's PS3 anyway. PS3s have no region coding, so you can still get the game (imported) and play it.

That's probably the main reason Koei decided not to spend money to actually localize it in the states.
