This portion is wonderful.

The whole game, you had been running away from the Combine.They seemed to be an all-powerful super empire capable of holding, not just one world, but multiple universes and there was no way for one man, no matter how Free, to stop them.

Now, you are on the attack, and as you infiltrate one of their supposedly most powerful facilities, you see disrepair, pest infestations, automated defense!

Turns out they were just another expansionist empire.
