your an idiot,.. these flooded towns were along the rivers,.. all the rain and snow melt flow into the rivers and cause the flooding. It would happen no matter what. Iowa IS a flood plain, the soils are already WAY to saturated, they cant absorb any more water, thus causing flooding.
Need conservation of Prairie Lands to absorb the rain
