Remember that Saddam Hussein started 2 wars. The 2nd with Kuwait. He did not adhere to the cease fire agreement and subjected his country to economic sanctions to preserve his own power.
While Bush characterized the war incorrectly - it should never have had anything to do with WMAs, he and the American Congress (which no one will ever hold accountable - only Bush) authorized this war which should have been characterized as finishing the first war which Hussein started in 1990.
