Anyone strong enough can lift Mjolnir but if you are not worthy then you are not granted the power of Thor. Cap can lift the hammer in some comics and so do other heroes that are worthy. Hulk lifted the hammer because he was strong enough.

That Hammer was a fake one you know. IN the comics it was revealed thor had no powers, he lost them, scientist copied his powers with equipment, ie that hammer, and that armor he is wearing. That's why hulk can lift that one, it had a gravity and magnet generator in the head, but it wasn't enchanted.
