I find it highly unlikely you would last 22 minutes in the north sea. I work offshore and they reckon if you went down in a choppper you would only survive 10 minutes and thats with two layers of clothing and a survival suit!

Please remember that the Coastguard and the RNLI are seperate entities.
The Coastguard is Government funded: The RNLI is not.
Even the Coastguard isn't unless Coomercial Vessels might be at risk.
