They are not dumping fuel. What you see theie flowing off the the wing is VISIBLE AIR. The air density is thick therefore we could see the air. This only happen if it is raining, snowing or the air is saturated with moisture.

@LCM1487 I don't think they were dumping the fuel..Upon landing, usually pilots dump fuel to get a better landing...the fuel is in the airplane wings, so when the pilot dumps a bit...the weight of the plane is lighter which gives it a smoother landing =)
