Hmm... judging by the angle the nuke cloud is coming up (To the left of the White House), and the fact the last scene's view is from the west side of the Iwo Jima Memorial... leads me to believe the nuke went off in Baltimore. I mean, if it went off in Arlington, the nuke blast would of been on the other side of Capitol Hill.

Nuclear Weapons have very pronounced heat signatures, hence why he switched to infrared. Its that simple, and why it is, in effect, NEARLY impossible to sneak any kind of nuclear weapon into the US, which is why Bio/Chem weapons are so much more dangerous...

Replicas? Probably not. This would have to be a city near DC then, not DC itself--last time I went to the capital of the US there weren't any skyscrapers, and I don't think DC got shorter since '89. Perhaps a nuclear blast could travel that far... I don't really know.
