Essentially, it was because those at the top of the BBC until about 1993 - coincidentally enough - knew nothing of any kind of popular music.
This is one thing we can thank John Birt for.

1988 Was a brilliant Year for Radio 1 it was the best Radio Station in the 80s the Jingles they played was Fantastic Simon Bates Golden Hour very good programme for Listening
