I think there's reason to wonder about whether Caligula's legacy has been unfairly tarnished. The only sources we have for him are Suetonius and Cassius Dio, and they wrote decades after Caligula died. Senators couldn't criticize reigning emperors, so they'd often make their point by attacking dead emperors who couldn't defend themselves. And yes, they did damnatio memoriae on Caligula but that was done to a lot of good emperors.
