It seems too high for air radiation - there is barely any new radiation in the air, and at 1m or more it should be near-normal - 0.07 or so. The reading of 0.09 inside Starbucks seemed too high for indoors, too. There's no reason for Starbucks to be emitting 0.09msv of radiation. Your Disneysea readings should be comparable measurements to Tokyo's official measurements at 1m... I think.
I know what you mean but I am sorry to disappoint you. This is just the radiation we have right now. It was in Tokyo, before the Fukushima accident, as low as 0.03...
If you take a look at other videos in other parts of Japan, you will see the benchmarks!
But I may be wrong, and this is actually the radiation there. :-(
