Sad. Across many industries, it appears that for every dollar a company saves by cutting corners and breaking laws they end up paying only 4 cents via "slap on the wrist" lawsuits. But 20+ billion would not just be a slap on the wrist. I so hope that happens! And I've got to say this isn't surprising - Americans by and large don't care for indigenous people in their own country, so naturally there is no twinge of feeling for those in the 'third world'.
