If you look at words that are sharp black, they have been recognized as words and lifter to a new layer, then sharpened for clarity.

In a 1960 typewriter the letters will be inconsistent as to just how hard those are struck so some will be slightly lighter and some darker but the Font will be consistent.

I don't see that the e in none is a different font. Its darker because old typewriters produced that kind of anomaly. Depending on the model, either by striking the last letter hard or variation in the ink ribbon. When you zoom in, it becomed too bitmapped to tell much more. ALthough why it appears on a different layer is odd. I cant see illustrator moving scans with bold font to a different layer as it would upset screen reader programs.

If you open the PDF file with Adobe Acrobat, you’ll see that there is only one layer. If you use Illustrator to open it, Illustrator tries to let you edit every part of it, so it creates different layers. If you open a modern text PDF document with Illustrator, you’ll see hundreds of layers, because Illustrator recognizes every line of text and opens it in a separate layer for editing. Alex, small point, the layers are not separated when loading into illustrator etc, they are already in the PDF. The PDF contains all the info you can see in PS/A added by the document scanner. I think the rest of what you say has potential, but please don't propagate obvious errors. The OCR is for database indexing. The 'tampering' looks like the work of a semi smart document scanner.
If you look at words that are sharp black, they have been recognized as words and lifter to a new layer, then sharpened for clarity.
Unrecognized words have also been lifted to a new layer. The white text outline has been left in the background.. I don't yet see anything obviously forged, although the missing seal, the dates etc are interesting... (posted again as my prev post was marked as spam..)

I don't see that the e in none is a different font. Its darker because old typewriters produced that kind of anomaly. Depending on the model, either by striking the last letter hard or variation in the ink ribbon. When you zoom in, it becomed too bitmapped to tell much more. ALthough why it appears on a different layer is odd. I cant see illustrator moving scans with bold font to a different layer as it would upset screen reader programs.
