Akuma: Unlock Fei Long, Cammy, Gen, Sakura, Dan, and Rose in any order, 2 Ultra combo finishes, 2 Perfects, 99 Timer, No Continues

Gouken: Unlock Akuma, 3 Ultra combo finishes, everything same as Akuma; possibly may have to beat story mode at least ONCE as Akuma or probably AS Akuma

Seth: Beat story mode at least once as everyone else

The actual number of Ultra finishes and Perfects you need depends on how many rounds per match. I've heard of people who set it to one-round matches, and thus they only need one perfect round and one Ultra finish to unlock Akuma.

What about Gouken? If this is the case, then you need once extra Ultra Combo Finish.

I forget the specifics for Gouken, I think it's two of each, or one Perfect and two Ultras.
