lol your very misinformed my friend, there is an electric ray yes, but stingrays are actually meaner, they jam a harpoon into your body (usually hits the chest area) and impales you , driving poisons into your body killing you either instantly from the shock of the impalement or from the venom....

Yes they have a barb that they use for defence but I have no idea why you think they usually hit the chest area. 80% of cases is when someone steps on a sting ray and gets stung.
Also all the venom does is stop the blood cells from clogging up the wound that way the wound will not stop bleeding.
Its very rare for someone to die from a sting ray. Steve was just so unlucky that the barb went into his heart.

I dive the barrier reef along the florida coast and it has changed dramatically over the last 30 years, all because of human interaction, commercial and sport fishing, sewage outfalls, warming sea temperatures. And now they want to drill for oil. Ya it's grim alright.....

Either way stingrays are one of the coolest marnie animals. Love swimming with them when we go spearfishing.
