People who steal from a store, because they figure the store is huge and makes lots of money so can afford to lose stuff are just plain idiots. It's not about whether a store can or can't afford to lose stuff it's about morals, and braking the law. If something doesn't belong to you, you shouldn't be taking it without paying for it. Something is too expensive for you, but it from somewhere else. It's a thing called comparison shopping, or just save money so you can buy the item you want later.
Had that LPO been me, I would have punched the guy, after all the guy had punched him, which means the LPO couldn't get in trouble as the law does say you can use as much force as is necessary nothing more, and since that guy punched the LPO it gave him the right to punch him back.
The LPO here is not very bright having the guy sit near the door. The LPO should have been on the side of the door. If I had been the guy arrested I would have just ran out the door without trying to put up a fight.
When I arrest someone I stay infront of the door and have the guy sitting or standing a few feet away ,infront of me so I can still see him but at same time be safe.

Using handcuffs is classed as application of force, which has to be justified.
I would have had no problem justifying it here, but companies say handcuffs are verboten, to minimise lawsuits.
I have and have used handcuffs before. It's just a matter of not dropping the bloody things on the way to the holding room... :S
