We really need to look at the interrelationship between attitudes and behaviour - everyone resisted seat belt legislation until it was imposed - impose strong levels of professionalism across the board and watch the impact on attitudes.
I don't think that is the core of the problem. The issue is unfortunately the way the employers think about the newcomers and the pre judgment made even before they give that individual engineer the opportunity to show what in his case from decades of experience and where he was in his overseas company and how many projects he run before he decide to resign and move to Canada.
So, we have to ask the employers to step down from their horses and see what talents the immigrants have.
