No it is for Communists, social democrats, trade unionists. There are no Jews at all in the citation of Niemöller.
Because he was arrested in 1937 and the pogroms to the Jews were in November 1938. He was arrested one year before the first mass arrests of Jews.
That is why there are no Jews in the original citation.
