Illegal here in PA. Conibar has to be in the water. Only thing I would change is putting the trigger down and fold them in half cross ways so they can't see them as good. UNLESS you are in otter country (PA again) then you put em up crossways so they can get thru them.

In the deep south a conibear set like you showed is only effective in the coldest parts of the season. That set in mid march through November will educate the beaver here in the deep south.
