Not exactly. Originally the police were tasked with ticketing people, but it was very menial and time-consuming work. If the traffic wardens disappeared, the police would have to resume that duty, causing a huge drain on police manpower. You might think this would force city hall to stop ticketing people, but no. As the sketch said, it's an important source of revenue, everything else will suffer first. So yes, technically a traffic warden is employed to assist the police.
