To tell the truth but now that I think about it TJ and Cassie acted so much like a couple in both Turbo and In Space. I mean they had a lot of moments together. If you watch the Always a Chance episode you see that Cassie leans back to TJ. Those two also hugged in the episode The Song of Confusion when they only knew each other for not even a month. Those two acted so much like a couple but people didn't notice.

Saban implied the two together. In the turbo season you see Cassie with TJ mostly and twice their episodes are by each other. Then In Space somehow it went deeper in the TJ and Cassie relationship just no one noticed. TJ and Cassie had more chemistry then Cassie did with the phantom. Overall Saban really wanted Cassie to be with TJ over the phantom since there was more chemistry between TJ and Cassie, along with how they understood each other and how much you saw them together. Great video.
