Yes, that has happened to me. It's just the server being really slow. They do come up eventually. I think it might help if you go on a less full server.
As far as I am aware, you cannot get a snow card with the number 10 or a fire card with number 10 if you already have a water card with number 10. It's the same with people who have fire or snow. You cannot have all three.
The one at the beginning? You can either get snow, fire or water, but you cannot have all of them. My highest card is the snow card. I've never had a 10 water or a 10 fire. Yours maybe a fire card or a water card. This card is sort of like your signature move. :P

You buy cards in Real life then type in the codes on tha back then you can get fire and ice and water lvl 10s
