@mattluvsvox921 actually it's just gunk, it could be on a new guitar if someone sweats a lot, washes their hands little and never cleans the neck of their guitar. It's dirt, sweat and dead skin and it's disgusting. It also reduces the life of new strings you put on too. I would get some lemon oil and clean and quench that fret board. I like this guys playing a lot, and I love the blues hawk (how I found him) it was actually just an "off the cuff" comment anyhow, he can keep it however.
