Trust me, this isn't completely spontaneous - managers watch you to make sure that you have "fun." They "suggest" it to you before parades, and nag you about it afterward if you don't. There are very few unplanned moments during Disney events. Just remember that.

Some cast members during certain times can... This guy is behind people but if a kid is looking at the guy that is dancing than the little kid will (Probally keep his {Kids} eyes on him.) In this case disneyland resort lets the cast members dance sometimes but not all the times. If there is a castmemeber that is dancing let them be... It is not the visitors/guest thing to tell. So do not tell let one of the head leaders tell him afterwards.... Hope this clears things up.
