Take Clattenburg for example, he is on the short list and has been doing the Under 20 World Cup. You can see 10 seconds into the video that the ref is pointing to the centre of the pitch, awarding the goal. You can hear his whistle just before that. The players obviously think he was blowing for a goal kick or some other infraction.

Maybe the linesman told him the ball crossed the goal line, meaning it was a goal kick, and the idiot ref thought he meant it was a goal.
