He's rambling incoherrantly and it takes you a few minutes to realize he's talking gibberish, then he switches personalities and does it again, the audience laughs when they recognize fleeting glimmers of comprehensible comments all completely devoid of context and meaning inbetween the rest of it. That's what makes it hilarious, you can't tell what's the joke and what's the parody.
